Mr. Kloster is the Deputy Director of the C. Boyden Gray Center for the Study of the Administrative State, Antonin Scalia Law School. Prior to joining the Gray Center, Andrew was Associate General Counsel at the United States Department of Transportation. Earlier in his career he was a law clerk to the Honorable Judge Daniel A. Manion on the United States Court of Appeals for the Seventh Circuit.
